Darnell Burtin
CEO, The Burtin Group
Darnell Burtin is Managing Partner of The Burtin Group, leading the firm’s philanthropy practice, operations, community engagement, and DEI work. A Chicago native, he began community service early, volunteering with the Salvation Army in the Rockwell Gardens community.
He started his career in engineering and software sales before transitioning to philanthropy as lead fundraiser for Chicago’s $50M Kroc Center campaign. He later held leadership roles at Georgetown University, Special Olympics International, the Mobile & Direct Marketing Associations (NY), and the YMCA of Metropolitan Washington.
Since 2017, after contributing to campaigns totaling $3B (and personally raising $300M+), he has focused on brand valuation, philanthropic and capital campaign strategy, DEI-focused team building, investment/start-up funding, and board development. He is a frequent moderator, speaker, and advisor on major giving and community impact.
Burtin serves on several local and national boards, including the CJ Morgan Foundation. He is a husband, father of three, AAU coach, and mentor to emerging leaders.

Carol A. Gilbert
Assistant Secretary, Maryland Department of Housing & Community Development
Carol Gilbert leads the Division of Neighborhood Revitalization, which administers programs including Community Legacy, the Strategic Demolition Fund, and Community Development Block Grants. Previously a program consultant and program officer at the Goldseker Foundation, she focused on investment strategies supporting nonprofits in the Baltimore region.
Gilbert is a former Executive Director of the Neighborhood Design Center and founder of the Baltimore Homeownership Preservation Coalition. She holds a B.A. in English from the University of Virginia and a Master’s in Architecture from the University of Maryland, College Park.

Michael Moiseyev
Chief Financial Officer, City of Baltimore
As Baltimore’s CFO, Michael oversees the City’s $4B annual financial operations, including budget, procurement, accounting & payroll, revenue, treasury, and risk management, and serves as a senior financial advisor to the Mayor.
He previously spent 16 years in New York City government, most recently as Deputy Commissioner of Finance for the NYC Administration for Children’s Services, managing a $3B operation and a 300+ person team. Earlier, at NYC OMB, he oversaw a $30B education portfolio and led a citywide savings program across NYC’s $100B budget.
Michael holds an M.P.A. from Baruch College and a B.S. in Mathematics from Carnegie Mellon University. He and his wife are proud downtown Baltimore residents who enjoy exploring the city’s neighborhoods and parks.

Annie Milli
Program Officer, Goldseker Foundation
Annie Milli is a civic strategist and philanthropic leader dedicated to Baltimore’s growth. At the Goldseker Foundation, she directs grantmaking and leads the Baltimore Vacants Reinvestment Initiative (BVRI) Support Fund, a $1.5M+ collaboration of 11 foundations.
Previously, she spent more than a decade at Live Baltimore, including eight years as Executive Director, and served in the cabinets of three Baltimore mayors. She serves on the boards of the Neighborhood Impact Investment Fund, Healthy Neighborhoods, Inc., and Ronald McDonald House of Maryland.
