Delegate N. Scott Phillips
Maryland House of Delegates, District [Insert District Number]
Delegate N. Scott Phillips was elected to the Maryland House of Delegates in November 2022 and began his term on
January 11, 2023. He currently serves on the Judiciary Committee, where he is a member of both the Civil Law and
Procedure Subcommittee and the Public Safety Subcommittee. He is also an active member of the Legislative Black
Caucus of Maryland and the Maryland Legislative Latino Caucus.
In addition to his legislative duties, Delegate Phillips contributes to statewide policy through his service on
the Commission on Juvenile Justice Reform and Emerging and Best Practices.
A Baltimore native with a strong background in business and law, Delegate Phillips earned his B.S. in Accounting
from Virginia Union University in 1983 and his J.D. from the University of Maryland Francis King Carey School of
Law in 1989. His professional career includes more than two decades with IBM Global Services, where he held
leadership positions including Portfolio Executive and Client Services Leader.
He also founded and managed N. Scott Phillips and Associates, a business and legal consulting firm, and currently
leads N. Scott Phillips Legal and Business Consulting Services.
Delegate Phillips brings a wealth of experience in both the private and public sectors, having served as Director
of Federal and Public Sector Programs for Precision Task Group and as Project Director/Consultant for the MBDA
Advanced Manufacturing Center, where he continues to promote economic development and entrepreneurship.
